To support the economic independence of single-mother or single-father households, or other households under similar circumstances, and to promote the well-being of the children raised in these households, loans are made available under this program.
As this program is a loan scheme requiring repayment in the future, please plan your borrowing and repayment carefully so that it remains manageable.

Eligible Persons for Loans
● Welfare Loans for Single-Mother and Single-Father Households
(1) Mothers of single-mother households or fathers of single-father households
(Women or men without a spouse who are currently supporting a child under the age of 20)
(2) Children under the age of 20 who are being supported by a mother of a single-mother household or a father of a single-father household
(3) Children under the age of 20 who have lost both parents
※ In cases under (1) or (2), if the household is supporting both a child under the age of 20 and a child aged 20 or over, the child aged 20 or over is also included.
● Welfare Loans for Widows
(1) Widows (women without a spouse who were formerly mothers of single-mother households)
(2) Children aged 20 or older who are being supported by a widow
(3) Women aged 40 or older without a spouse, excluding those who are mothers of single-mother households or widows
※ For cases under (1) or (3), if there are no dependent children at present, an income restriction applies.

Loan Eligibility Requirements
•Applicants must reside in Kumamoto City (in the case of relocation, the new residence must be within Kumamoto City).
•Applicants must not have overdue repayments of Welfare Loans for Single-Mother, Single-Father, or Widow Households.
•Applicants must not have debts so large as to make economic independence impossible.
•Applicants must not be in the process of filing for bankruptcy.
※ Additional requirements apply depending on the type of loan. For details, please inquire at the service window.
※ In principle, loans may not be obtained concurrently with other loan programs.
About Joint Guarantors
(1) For Education Loans, Vocational Education Loans, School Entrance Preparation Loans, or Employment Preparation Loans (for child applicants):
Applications may be made without a joint guarantor.
※ If the child is the borrower, the child’s mother or father may serve as the joint guarantor, provided that the mother or father meets the guarantor eligibility requirements.
(2) For loans other than Education Loans, Vocational Education Loans, School Entrance Preparation Loans, or Employment Preparation Loans (for child applicants):
In principle, at least one joint guarantor is required (however, in the case of Business Start-up Loans and Business Continuation Loans, at least three guarantors are required).
Nevertheless, applications may be accepted without a joint guarantor if the applicant has sufficient financial resources and repayment ability.
(3) All Loans
If it is determined that reliable repayment cannot be expected without a joint guarantor, one joint guarantor is required.
[Requirements for Joint Guarantors]
•It is preferable that the guarantor be a close relative residing in the city, though guarantors residing outside the city are also acceptable.
•Annual income of approximately 2.4 million yen or more.
•Age 65 or younger (under 60 in the case of Education Loans or School Entrance Preparation Loans).
※ For Education Loans, Vocational Education Loans, School Entrance Preparation Loans, and Employment Preparation Loans (for child applicants), loans are interest-free.
For other types of loans, if a joint guarantor is provided, the loan is interest-free; if no guarantor is provided, interest will be charged (annual rate of 1%).
