(1) 熊本市業務委託契約等に係る競争入札等参加資格審査申請書を提出し、熊本市業務委託契約等に係る競争入札参加者等の資格等に関する要綱（平成20年告示第731号）第5条に規定する参加資格者名簿に登録されている者であること。さらに、業種として、第1分類「リース・レンタル」・第2分類「OA機器類」業務での登録をしていること。
(3) 会社更生法（平成14年法律第154号）第17条の規定による更生手続の開始の申立て又は民事再生法（平成11年法律第225号）第21条の規定による再生手続の開始の申立てがなされた場合は、それぞれ更生計画の認可決定又は再生計画の認可決定がなされていること。
(5) 熊本市から熊本市物品購入契約及び業務委託契約等に係る指名停止等の措置要綱（平成21年告示第199号。以下「指名停止要綱」という。）に基づく指名停止を受けている期間中でないこと。
(10) 国又は人口20万人以上の地方公共団体から直接受託した庁内ネットワーク用のクライアント機器（端末機）における500台以上の賃貸借（設置調整作業及び保守業務含む）を、令和3年度（2021年度）以降に契約締結し、履行中もしくは履行完了した実績があること。
(11) 本件競争入札に事業協同組合（中小企業等協同組合法（昭和24年法律第181号）第3条に規定する事業協同組合をいう。以下同じ。）として競争入札参加資格確認申請書を提出した場合、その組合員は単体として、競争入札参加資格確認申請書を提出することはできない。
